چکیده:
دهیاریها یکی از نهادهای محلی در نظام مدیریت روستایی به شمار میروند که طی سالهای اخیر در راستای ساماندهی به وضعیت مدیریت روستایی، تاسیس شدند. هدف پژوهش حاضر تحلیل ظرفیتها و قابلیتهای دهیاریهای استان همدان در مدیریت بحران بود که با استفاده از راهبرد پیمایش انجام شد. جامعه آماری این پژوهش شامل دهیاران استان همدان بودند که طبق آخرین امار 716 نفر میباشند. از این تعداد 250 نفر به شیوه تصادفی به عنوان نمونه آماری انتخاب شدند. قابلیتها و نقش دهیاریها در مدیریت بحران روستاهای استان همدان به کمک نرمافزار Smart PLS شناسایی و سپس تحلیل شدند. نتایج نشان داد مهمترین قابلیتها و اقدامات دهیاریها قبل از وقوع بحران شامل مقولههای «آموزش»، «هماهنگی سازمانی»، «بهداشتی و درمانی»، در حین وقوع بحران شامل مقولههای «اطلاعرسانی»، «سازماندهی گروهها» و «اقدامات انتظامی و امنیتی»، و پس از بحران شامل اقدامهای «بازسازی»، «ارزیابی خسارتها» و «تسهیلات و خدمات» میباشند. برگزاری دورههای آموزشی پودمانی برای آمادهسازی دهیاران، استفاده از سامانههای پیشآگاهی و بکارگیری ظرفیتهای رسانههای اجتماعی برای افزایش توانایی مدیریت بحران در مناطق روستایی برای افزایش ظرفیت دهیاریها در مدیریت بحران مناطق روستایی ضروری است.
Rural governorates are one of latest local institutions in
the rural management system, which were established
in recent years in order to organize the obvious gap of
rural management. The purpose of this study was to
analyze the capabilities of Hamadan’s rural governorates
for crisis management, which was done by a surveying
strategy. The statistical population of this study included
rural governors of Hamedan province, which according
to the latest statistics were 716 people. A sample of
250 participants were selected via systematic random
sampling. The capabilities of rural governors in rural crisis
management were identified and then analyzed using
Smart PLS software. The results showed that the most
important capabilities of rural governors before the crisis
were: “educational”, “coordination and organizational “,
and “health care”. The capabilities during the crisis were
recognized as “information”, “organizing groups” and
“security” measures. Finally, the post-crisis capabilities
involved “reconstruction”, “damage assessment”, and
“facilities and services”. Providing modular training
for rural governors, in establishing emergency mass
notification and alerting system, and facilitating specific
social media applications seem imperative for improving
crisis management in rural areas.
