چکیده:
مردمی یا الهی بودن حکومت و به عبارتی تأثیر رأی مردم در مشروعیت حکومت در جوامع دینی، از گذشته مورد اختلاف اندیشمندان حوزه سیاست دینی و صاحبان قدرت در نظامهای سیاسی مبتنی بر دین بودهاست و هریک از صاحبنظران این عرصه در احتجاج بر نظر خود سعی در استناد آن به منابع و متوندینی داشتهاند. از جمله مهمترین مصادیق حاکمیتدینی، نظامجمهوریاسلامی و از جمله مهمترین منابع دینی در این خصوص کتاب شریف نهجالبلاغه است. تحقیق حاضر برای پاسخ به سؤال «رأی مردم چه جایگاهی در تشکیل و تداوم حکومت اسلامی دارد؟»، با روش توصیفی ـ تحلیلی، به برشماری و تحلیل عباراتی از نهج البلاغه و صحیفه امام خمینی که مبین زاویه نگاه این دو رهبر به شرایط تشکیل حکومت است، پرداخته و با واکاوی فرمایشات امیرالمؤمنین(ع) و تطبیق گفتار و سیره امامخمینی با آنها، فرضیه «رأی و نظر مردم دخالتمستقیم در مشروعیت حکومت دارد» را اثبات میکند. فرمایشات امیرالمؤمنین(ع) از جمله: «این شما بودید که مرا به آن دعوت کردید و من علاقهای به خلافت نداشتم»، و تبعیت نظری و عملی امامخمینی از آن که در بیاناتی نظیر: «حتی اگر مردم برخلاف صلاح خودشان رأی بدهند، آن رأی تعیینکننده وضعیت ملّت خواهد بود» ظهور و بروز یافتهاست، مثبت این ادّعاست.
