چکیده:
وجود بازیگران غیردولتی همانند اتحادیه اروپا در عرصه روابط بینالملل سبب تحول در ماهیت چندجانبهگرایی شده است. این تحول سبب ظهور نوع جدیدی از چندجانبهگرایی تحت عنوان چندجانبهگرایی2 یا چندجانبهگرایی نوین شده است. این مفهوم به استعاره گرفته شده از وب2 بوده که از اصلیترین ویژگیهای آن تنوع سازمانهای چندجانبهگرایانه، اهمیت روزافزون بازیگران غیردولتی مانند سازمانهای منطقهای، نظم چندقطبی و سیستمی باز است. از اینرو نگارندگان در تلاشند تا مفهوم چندجانبهگرایی2 را به عنوان یک استعاره برای درک نقش اتحادیه اروپا در بافت بینالمللی در حال تحول روابط بینالملل معرفی کنند. این مقاله بدنبال پاسخ به این پرسش بوده که اتحادیه اروپا چگونه در این نوع چندجانبهگرایی پیشرو بوده است؟ در مقام پاسخ به این مهم اشاره میشود که برای ورود به سیستم چندجانبهگرایی2 نیاز به ایفای نقش بایگران منطقهای است، اتحادیه اروپا به عنوان بازیگر منطقهای با عضویت در سازمان ملل و گروه8 توانسته پیشرو در حالت2 چندجانبهگرایی باشد. در واقع اتحادیه اروپا بدنبال سازگاری خود با این تحولات بوده تا خود را بر اساس بافت و شرایط در حال تحول، دوباره باز تعریف و معرفی کند. نگارندگان در این مقاله سعی کردند به شیوه توصیفی-تحلیلی سوال و فرضیه مقاله را مورد ارزیابی قرار دهند.
The presence of non-state actors, such as the European Union, in international relations, has revolutionized the nature of multilateralism. This development has led to the emergence of a new type of multilateralism called multilateralism2.0 or modern multilateralism. This concept is taken from Web 2.0 and its main features are the diversity of multilateral organizations, the growing importance of non-governmental actors such as regional organizations, multipolar order, and open system. The authors, therefore, seek to introduce the concept of multilateralism as a metaphor for understanding the role of the European Union in the evolving context of international relations. This article seeks to answer this question: how the EU has been at the forefront of this kind of multilateralism. The authors argue that entry into multilateralism2.0 requires the role of regional actors. The European Union, as a regional player with membership in the United Nations and the G8, has been able to lead the way in modern multilateralism. In fact, in order to redefine its role in the context of the international system, the European Union has sought to adapt to these developments. In this article, the authors tried to evaluate the question and hypothesis of the article in a descriptive-analytical manner.

مطالعۀ يورگنسن و وسل ٣ (٢٠١١) در زمينۀ «جايگاه اتحاديه اروپا در سازمان هاي بين المللي (ديگر): مقابله با رويکردهاي حقوقي و سياسي» نشان داده که اتحاديه اروپا خواهان جايگاه و مشارکت در اين سازمان ها براي پشبرد چندجانبه گرايي ٢ موثر خود است .
