چکیده:
یکی از موضوعات مهم در اقتصاد سیاسی بینالملل به موضوع پول مربوط میشود. این موضوع از آنچنان اهمیتی برخوردار است که ریشههای جنگ جهانی دوم را نیز به آشفتگی ایجاد شده در زمینه مدیریت بینالمللی پول در دهه 1930 نسبت دادهاند. بر این اساس، با پایان جنگ، سازوکار جدیدی به نام صندوق بینالمللی پول، و براساس دلار آمریکا، بهمنظور مدیریت امر مزبور ایجاد گردید. با وجود این، بتدریج نظام شکل گرفته بر اساس دلار رو به ضعف نهاد و ورود ارزهای دیگری در این زمینه مورد توجه جهانیان قرار گرفت. در این راستا، تقویت قدرت اقتصادی چین، پس از آغاز سیاست درهای باز از اواخر دهه 1970 توسط این کشور، منجر به توجه فزاینده جهانی به یوآن بهعنوان یکی از ارزهای عمده در مقولات مختلف اقتصادی گردید و طی سالهای اخیر مقالات و نوشتارهای مختلفی در خصوص بینالمللی شدن یوآن به رشته تحریر درآمدند.
دغدغه ایجاد شناخت از شرایط اقتصادی کشوری همانند جمهوری اسلامی ایران، بهعنوان یکی از بازیگران رسمی نظام بینالملل و دارای رویکرد کلی انقلابی و غیرهمسو با منافع غرب، بهویژه با دولت آمریکا، نویسنده نوشتار حاضر را بر آن داشت تا ضمن ارائه نگاهی توصیفی- تحلیلی به موضوع جایگاه یوآن در نظام اقتصادی جهانی و ملزومات بینالمللی شدن آن، مقوله روابط اقتصادی دو کشور ایران و چین را در چارچوب آن بویژه در دوره خروج آمریکا از توافق هستهای برجام و اعمال تحریمهای یکجانبه آن کشور علیه جمهوری اسلامی ایران، مورد ارزیابی قرار دهد. تجزیه و تحلیل نوشتارها و سوابق موجود بیانگر آن است که روابط اقتصادی دو کشور ایران و چین بویژه پس از خروج آمریکا از توافق برجام بهسمت یوآنی شدن در کلیه ابعاد خود در حال پیشروی است.
One of the main subjects in political international economics is the question regarding money. It is such an important issue that many has attributed the roots of the second world war to the disorder encircled international monetary management in the late 1930s. Thus, after the war, in 1944, a new mechanism named International Monetary Fund (IMF) was established based on U.S. dollar; in order to oversee the international monetary system’s stability. Nevertheless, the dollar-dominated system weakened gradually and other currencies got more attention. Meanwhile, China started its Open-Up policy and strengthening its economic power resulting the increasing global attention to its RMB (Ren Min Bi, Official Currency of China) as one of the main currencies in different economic issues, and in recent years there has been written plenty of articles and writings in internationalization of RMB. In order to understand the economic conditions of a country like Iran, as a state with revolutionary and nonparallel approaches toward the interests of the west, especially the United States, the author of this article, while providing a descriptive-analytical view toward the position of RMB in global economic system and its internationalization requirements, tries to analyze the economic relations between Iran and China especially after the withdrawal of the United States from Nuclear Deal (JCPOA) and imposition of its unilateral sanctions against Iran. In this regard, many writings and precedents of the issue were reviewed. The analyses indicates that economic ties between Iran and China, especially after the withdrawal of the U.S. administration from JCPOA, is moving toward Yuanization in all areas.
