Abstract:
مناقشه قرهباغ یکی از مناقشات قدیمیدر سرزمینهای تحت سیطره اتحاد جماهیر شوروی سابق و در داخل خاک جمهور ی آذربایجان که به جهت تاثیر گذاری در ثبات و امنیت منطقه قفقاز و جایگاه ویژه ای که در سیاست خارجی قدرتهای منطقه ای و فرامنطقه ای داشته است از اهمیت فوق العاده ای برخوردار بوده و توجهات جامعه جهانی را به خود معطوف داشته است. این مناقشه دارای ریشهها و زمینههای تاریخی که از ادعاها و اختلافات قومیمذهبی و سرزمینی گرفته تا سیاستها و اهداف افراط گرایانه احزاب و گروههای ملی گرا و همینطور منافع اقتصادی و سیاسی دولتهای منطقه ای و فرا منطقه ای را درخود جای داده علیرغم محدود بودن در یک دایره کوچک جغرافیایی ابعاد و پیامدهای منطقه ای و بین المللی داشته و موجبات موضعگیرهای دولتهای منطقه و جهان را فراهم ساخته است.در این مقاله به اهمیت و جایگاه مناقشه قرهباغ در سیاستهای خارجی دولتهای منطقه ای و فرا منطقه ای پرداخته و سعی میکنیم اهداف بر منافع سیاستها و نقش اینگونه دولتها در مناقشه یاد شده را مورد بحث و بررسی قرار میدهیم.
The Karabakh conflict is one of the old conflicts in the territories under the control of the former Soviet Union and within the territory of the Republic of Azerbaijan, which is of the above importance due to its influence on the stability and security of the Caucasus region and the special position of regional and extra-regional powers in the foreign policy. It has a great reputation and has attracted the attention of the world communityThis conflict has historical roots and contexts that include ethnic, religious and territorial claims and disputes to the extremist policies and goals of nationalist parties and groups, as well as the economic and political interests of regional and extra-regional governments, despite being limited in one circle. The small geographical area has regional and international dimensions and consequences, and it has provided reasons for regional and world governments to take positions.In this article, we discuss the importance and position of the Karabakh conflict in the foreign policies of regional and extra-regional governments, and we try to discuss the goals and interests of the policies and the role of such governments in the aforementioned conflict.
